Background
Kid Flash makes his animated debut in "Lightspeed". Out of the blue, this speedster appears in Jump City to tackle on the "Hive Five" while the Titans West team is preoccupied with fighting the Brotherhood of Evil around the world. Almost immediately, he takes a big liking to Hive Five member Jinx, and tries to convince her to rethink her villainous ways.
His powers of super-speed really come in a pinch, allowing him to make split-millisecond decisions in the heat of battle. If that wasn't enough, Kid Flash is also able to manipulate his speed to do a variety of other neat tricks. The possibilities include vibrating his molecules fast enough to pass himself through solid objects, as well as whirling his arms or his body to create powerful whirlwinds. He's also able to escape an enemy's grasp by moving fast enough to create high frictions hot enough to cause burns. It was in this way that he was able to free himself from Madame Rouge's hold, as her malleable form has a weakness to heat. The only apparent drawback to all of his amazing abilities? Kid Flash needs rest and plenty of food (most likely due to his super-fast metabolism) to keep up his super-speed, or he will eventually burn himself out and become quite vulnerable. Madame Rouge was likely aware of this, and she made it very clear to Jinx that he should not be given food or drink while under capture.
Kid Flash is voiced by Michael Rosenbaum, who was the voice of Wally West/Flash in the animated Justice League. This lends more to the fact that this animated version of the character is none other than Wally West, identity of the original Kid Flash.
Personality
Because his super-speed literally allows him all the time he needs, Kid Flash proves to be very laid-back. He likes to wise-crack and make snappy quips, and seems to be quick with making decisions as well. Perhaps true to his cocky nature, he sometimes finds himself going far too fast for himself, which can lead to mistakes. He has apparently been keeping an eye on Jinx, and when asked, says that he finds her very interesting as well as "different" and capable of greater deeds than a life of petty crime with her Hive teammates. Despite Jinx fooling him into an ambush during their talks, he insists on keeping tabs on her and still tries to show her the error of her ways. He frequently leaves her gifts of roses, and several times they come close to having an apparently romantic understanding of each other. Kid Flash's reaching out causes Jinx to have a change of heart, leading her to finally consider leaving the Hive team in order to pursue her own destiny.
